REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 3, 2017 <br />SUBJECT <br />Approval of Agreement with Cal-West Lighting and Signal Maintenance, Inc. to Install <br />Signal Battery Back Up Systems <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the Agreement with Cal- <br />West Lighting and Signal Maintenance Inc. of San Jose, California, in an amount not to <br />exceed $140,000, and authorize the City Manager to increase the contract amount, if <br />necessary, up to 10% of the amount awarded <br /> <br />BACKGROUND <br />The Public Works Services (PWS) Department operates and maintains the equipment <br />for the City's 58 traffic signals. The traffic signals located on Woodside Road and on El <br />Camino Real are the responsibility of CalTrans. Several of the City's intersections have <br />Battery Backup Systems (BBS) and PWS staff issued a Notice Inviting Bids for the <br />supply and installation of BBS at 21 locations. BBS provide power to the traffic signal <br />system in the event that the electrical service from the utility company is unavailable for <br />any reason. The BBS will provide energy to the signal system for approximately four <br />hours. When normal electrical power is restored, the BBS automatically disengages, <br />returning the system to normal operations. If normal electrical service is not restored <br />before the energy in the BBS is exhausted, the intersection will go dark and motor <br />vehicle operators are required to treat that intersection as a four way stop. <br />The Department released a Notice Inviting Bids (NIB) in February, 2017 and three bids <br />were returned by the deadline set forth in the NIB. <br />ANALYSIS <br />The bids were reviewed by staff.
