Appeal from Revocation of Permit. <br />Any revocation of a permit may be appealed to the City <br />Council within ten (10) days after the date of mailing of <br />the notice of the Chief of Police's action to the permittee. <br />The appeal shall be in writing and shall be filed with the <br />City Clerk. The appeal shall be reviewed by the City <br />Council after notice to the permittee of the time and place <br />of review, and the City Council shall, after review, either <br />affirm, reverse or modify the decision of the Chief of <br />Police. <br /> "Section 20.222. Sale or Transfer of Permitted <br />Vehicle, Wagon or Pushcart. If any owner sells or transfers <br />title to a vehicle, wagon or pushcart for which a permit has <br />been issued pursuant to the provisions of this Division, the <br />owner to whom such permit had been issued therefor shall <br />surrender such permit to the Chief of Police. <br /> "Section 20.223. Permit Nontransferable. No permit <br />shall be transferable. <br /> "Section 20.224. Inspection.
