Construction Management and Staging - Prior to encroachment permit <br />issuance, submit a construction parking management plan, which shall outline <br />the number of construction workers by phase, phase duration, where parking will <br />be located for each phase. Construction parking, material storage, equipment, or <br />other construction -related uses are not allowed within the City right of way <br />without prior approval from the City Engineer. [COA][ENGINEERING] <br />60. Lane Closures - Traffic control for lane closures shall conform to the Work <br />Area Traffic Control Handbook. Street closures require submission of traffic <br />control plans and approval in advance. [SDR][ENGINEER] NG] <br />61. Winterizing - If construction is not complete by the start of the wet season <br />(October 1 through April 30), implement a winterization program to minimize the <br />potential for erosion and sedimentation. As appropriate to the site and status <br />of construction, winterization requirements shall include <br />inspecting/maintaining/cleaning all soil erosion and sedimentation controls <br />prior to, during, and immediately after each storm event; stabilizing disturbed <br />soils through temporary or permanent seeding, mulching, matting, tarping or <br />other physical means; rocking unpaved vehicle access to limit dispersion of <br />much onto public right-of-way; and covering/tarping stored construction <br />materials, fuels, and other chemicals. Plans to include proposed measures to <br />prevent erosion and polluted runoff from all site conditions shall be submitted for <br />approval by CDD prior to beginning construction. As site conditions warrant, <br />the City Engineer may direct the applicant to implement additional winterization <br />requirements. [COA][ENGINEERING] <br />62. Grading — Grading shall be performed in accordance with the City's <br />Engineering Standards. Soil or other construction materials shall not be <br />stockpiled in the public right-of-way. Submit cut/fill volumes (CY) for all soils to <br />be imported to or exported from the site. [SDR][ENGINEERING] <br />63. Monitoring - The Soils Engineer shall conduct continuous site inspections <br />during trenching and backfill operations at the applicant's expense. The Soils <br />Engineer shall take compaction tests and submit the results to Engineering & <br />Construction. [SDR][ENGINEERING] <br />64. Contaminated Soil and Groundwater — Removal and disposal of <br />contaminated soil and groundwater for project excavation shall require pre- <br />notification of the San Mateo County Health System Groundwater Protection <br />Program (GPP), and the implementation of GPP-defined handling and disposal <br />protocols.
