The <br /> Committee, the Commission or City Council may also <br /> initiate such proceedings on their own motion. <br />" (b) The Commission shall refer each proposed <br /> designation to the Committee. The Committee shall <br /> conduct a study of the proposed designation and, <br /> based on such documentation as it may require, <br /> make a written recommendation to the Commission as <br /> to the appropriateness of the request for such <br /> designation. <br />" (c) Upon receipt of the written recommendation of the <br /> Committee, the Commission shall make a preliminary <br /> determination as to its appropriateness for <br /> further consideration. If the Commission <br /> determines that the application merits <br /> consideration, it shall schedule a public hearing. <br />" (d) The Commission shall file its decision in writing <br /> with the Planning Director and the Building <br /> Official. If the Commission decides not to hold a <br /> hearing, the Planning Director shall mail notice <br /> of such decision to the applicant. <br />" (e) If the Commission decides to hold a hearing on <br /> such application, the Planning Director shall give <br /> notice of the date, place, time and purpose of the <br /> hearing by first class mail to all applicants, <br /> owners, and occupants of the improvement or, in <br /> the case of a proposed historic district, to <br /> applicants, owners and occupants of all properties <br /> within the proposed district, at least 20 days <br /> prior to the date set for the public hearing, <br /> using the name and address of such owners as shown <br /> on the latest equalized assessment rolls, if they <br /> are otherwise not known. Notice of the hearing <br /> shall also be advertised once in the official <br /> newspaper of Redwood City. <br />" (f) The Commission shall conduct a public hearing and <br /> shall provide a reasonable opportunity for all <br /> interested parties to express their opinions. <br />"g) At the conclusion of the public hearing, but in no <br /> event more than 30 days from the date set for the <br /> initial public hearing or any continuance thereof <br /> for the designation of a proposed historic <br /> landmark, historic site or historic district, the <br /> 5 <br /> .........
