10. BOARDS, COMMISSIONS AND COMMITTEE REPORTS — <br />A) Process for Future Traffic Issues (continued from 9/11/00); (213) <br />Council Member Pierce explained that in November 1999 the committee was appointed <br />to oversee the evaluation of speed humps on Edgewood and the stop signs on Blandford <br />to assess the impact on the neighborhood. After the evaluation and permanent status of <br />the humps and signs, the Edgewood Traffic Calming Committee determined that most of <br />the significant traffic mitigation requires full Council approval. The Committee further <br />determined that a more effective way to handle traffic issues would be to develop some <br />understanding among the full Council as to the impact of the mitigation and develop a <br />full understanding about the goals for the City. The Committee also felt it would be <br />easier for staff if they had a clear understanding of what they expected and tried to <br />create. <br />M/S Hartnett/Howard to disband the Edgewood Traffic Calming Committee and thank <br />the members for their work. The motion passed by a unanimous voice vote by those <br />present. <br />Consensus by Council was to direct staff to provide reports, and to receive direction on <br />significant traffic calming and safety issues at City Council Sessions on a quarterly <br />basis. MINUTE ORDER 00 -305 <br />11. WRITTEN COMMUNICATIONS — None <br />12. MATTERS OF COUNCIL INTEREST — <br />A) Duck Hunting Memo (continued from 9/11/00); (210) <br />Mayor Ruskin explained the background dating back to the City's municipal code in 1974 <br />regulating the discharge of firearms within the City limits. The ordinance was amended in <br />1975 allowing the hunting of waterfowl to licensed hunters during waterfowl season in <br />accordance with State and Federal regulations. Mayor Ruskin summarized the ordinance. <br />The topic is brought up for discussion so Council can determine whether it intends any <br />serious changes to the duck hunting regulations prior to the 2000 hunting season. <br />Police Sergeant Blanc explained his memorandum dated June 27, 2000 that responded to <br />specific questions from the April 24, 2000 Council meeting. <br />Public Comment. <br />Dennis Haussler stated that sportsmen realized that there would not be ducks unless <br />commercial hunting was curtailed and the sportsmen initiated the outlawing of commercial <br />REGULAR COUNCIL MEETING <br />MINUTES <br />SEPTEMBER 18, 2000 <br />PAGE 4 <br />MINUTES Book No.58 <br />Page NO. 219 <br />
