regulations in order to provide 50 affordable dwelling units. The Project site is located within
<br />the 5-story/59-foot height zone with a required 3-story/35-foot stepdown along the Brewster
<br />Avenue frontage, and the Project is 6-stories/78-feet on the majority of the site, and 4-
<br />stories/54-feet along the Brewster Avenue frontage; and
<br />WHEREAS, the City engaged the services of Keyser Marston Associates to conduct
<br />a financial analysis of the requested development standard concessions, the conclusion of
<br />which was that the concessions are needed in order to provide for the 50 affordable dwelling
<br />units; and
<br />WHEREAS, the Planning Commission of the City of Redwood City is empowered by
<br />the Subdivision Ordinance of the Redwood City Municipal Code to act upon applications for
<br />Tentative Maps and Condominium Permits, and by the Downtown Precise Plan and Zoning
<br />Ordinance to act upon applications for Downtown Planned Community and Planned
<br />Development Permits; and
<br />WHEREAS, on February 7, 2017, the Planning Commission considered an Initial
<br />Study checklist and its findings prepared by the City's Planning Division, the previously
<br />certified Downtown Precise Plan Program Environmental Impact Report (EIR) (State
<br />Clearinghouse #2006052027), the staff reports, oral and written, and testimony and materials
<br />presented by all those wishing to be heard on this Project at the noticed public hearing on
<br />this matter; and
<br />WHEREAS, on February 7, 2017, pursuant to Section 2.0.3.A.2.a of the DTPP (pg.
<br />28), the Planning Commission conducted a public hearing in accordance with all applicable
<br />requirements of the Subdivision Map Act, and the Redwood City Municipal Code and Zoning
<br />Ordinance, to consider the Downtown Planned Community Permit Application DPC2016-003
<br />including eleven guideline deviations, Tentative Map and Condominium Permit Application
<br />TM2016-003, Planned Development Permit Application PD2016-003, Affordable Housing
<br />Plan, Affordable Housing Density Bonus, and all applicable requirements of the State
<br />Planning and Zoning Law, the Downtown Precise Plan, and the recommendations of the AAC
<br />and HRAC; and
<br />WHEREAS, the Planning Commission determined that the proposed Downtown
<br />Planned Community Permit including eleven guideline deviations, Tentative Map,
<br />Condominium Permit, Planned Development Permit, Affordable Housing Plan, and Affordable
<br />Housing Density Bonus would further the purposes of and appropriately implement the City
<br />of Redwood City General Plan, applicable provisions of the Redwood City Municipal Code
<br />and Downtown Precise Plan, and the 801 Brewster Avenue project.
<br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
<br />Section 1. The Planning Commission, having independently heard, considered and
<br />weighed all the evidence in the record, finds that the above recitals are accurate and
<br />constitute findings in this matter and, together with the Staff Report and the application
<br />materials, including without limitation the Initial Study, development plans, and all other
<br />documents, reports, studies, memoranda, maps, oral and written testimony, and materials in
<br />the City's file for the applications and the Project, and all adopted City planning documents
<br />relating to the Project and the property including the City's General Plan, Municipal Code,
<br />Downtown Precise Plan, Downtown Precise Plan EIR, other applicable City laws and
