HAZ-2: Excavation and grading shall avoid potential serpentine rock when
feasible. If serpentine must be graded, the top 2 feet of soil shall be replaced
with clean soil, so as to avoid impacts from Naturally Occurring Asbestos
(NOA). Soils with NOA shall be removed and disposed of at an appropriate
facility, to the satisfaction of the City Engineer. Dust shall be suppressed during
grading, and a dust control plan to minimize exposure to NOA (per the
BAAQMD regulations) shall be submitted to the County Health System's
Department Environmental Health.
Finding: Implementation of Mitigations HAZ-1 and HAZ-2 would reduce the construction -
related impact of exposure to hazardous materials to a less than significant level.
Facts in Support of Finding: These mitigation measures are consistent with best
management practice to reduce exposure to hazardous materials during construction.
Implementing the recommendations from the above noted pre -demolition evaluation and
covering any exposed serpentine rock with two feet of soil will reduce the risk of accidental
release of hazardous materials at the project site and ensure the public or environment is not
exposed to significant hazards.
Noise
Impact: NO[ -1: Construction activities could expose the public to noise levels in excess
of standards established in the City's General Plan and/or Noise Ordinance.
Mitigations: NO] -1: Construction equipment shall be properly outfitted and maintained with
noise -reduction devices to minimize construction -generated noise. Equipment
and delivery trucks shall not be left to idle for longer than a few minutes.
Stationary construction equipment shall be located on-site at the greatest
distance possible from nearby noise -sensitive receptors. If during construction,
noise levels at the property boundary exceed the City's noise ordinance
standard of 110 dB, the construction contractor and/or City shall erect temporary
attenuating buffers to shield adjacent properties from noise exceeding the
established standard. The attenuating buffers may be removed as soon as the
construction noise levels fall under 110 dB at the property boundary.
NO] -2: Impact tools (e.g., jackhammers, pavement breakers, and rock drills), if
used for project construction, shall be hydraulically or electrically powered
wherever possible to avoid noise associated with compressed -air exhaust from
pneumatically powered tools. However, where use of pneumatic tools is
unavoidable, an exhaust muffler on the compressed -air exhaust shall be used;
such mufflers can lower noise levels from the exhaust by up to 10 dBA. External
jackets on the tools themselves shall be used where feasible, which could
achieve a reduction of 5 dBA. Quieter procedures shall be used, such as drills
rather than impact equipment, whenever feasible.
NO[ -3: Construction activities shall be limited to the hours of 7:00 a.m. and 4:00
p.m., Monday through Friday, which is more restrictive than the noise ordinance
requirements. Signs required by the noise ordinance shall reflect the more
ATTY/RESO.0017/PC RESO RECOMMENDING CERTIFY EIR—CALIFORNIA WAY WATER TANK
REV: 02-16-17 PR
