standards, which modified and added definitions and uses; and regulated commercial <br />and industrial districts. Specifically, the regulations were for Floor Area Ratio, new <br />parking standards, housing incentives, conditional use permit requirements for certain <br />sizes of office, and refinement of the definition of office, particularly in the <br />Neighborhood Commercial districts such as Canyon Road and the Downtown. To date <br />the ordinance has achieved some of the objectives, particularly with regard to housing <br />incentives. Three developments that were conceptually before the Planning staff for <br />entirely office development on three separate parcels on Woodside Road and El Camino <br />Real now have a housing component in them for an additional 54 housing units, if <br />approved. <br />Community Development Director Nelson explained a number of processes in progress <br />including meetings, notifications and the Request for Proposal for the Specific Plan for <br />Bair Island. The appointed committees and commissions recommend Council extend <br />the interim urgency ordinance for a period of not more than 6 months <br />Mayor Ruskin opened the Public Hearing. <br />Rob Modeste stated he recently moved to the Canyon Road area, is concerned about <br />commercial development, the traffic issue and potential loss of charm in the area. <br />Walter Zhovrebolf stated his concern of a dangerous element, that being a housing <br />shortage. He cited figures of teachers leaving employment due to housing costs. He also <br />encouraged Council to expedite the approval process and to educate the community in <br />the essential need for work force entry housing. <br />Forest Elliott expressed his concerns about the Woodside Road widening in regards to <br />Broadway to Bay. He stated that there should not be more development until the traffic <br />issue is resolved. <br />Steve Howard stated the ordinance provides several standards that are necessary for <br />what we want the community to look like. He further stated that nothing will meet <br />everyone's needs and an appeal committee should be developed. <br />Jeremy Archdeacon urged adoption and extension of the interim urgency ordinance. He <br />stated that the zoning ordinance crafted in the 1960's is being used to regulate the <br />current trend of commercial and large residential development.
