The failure of such owner or <br />operator to make such payment within the fifteen (15) days <br />shall render such owner or operator subject to the penalties <br />provided for violation of the provisions of this division. <br /> "Section 20.19l. Penalty. Any person who shall <br />violate any of the provisions of this division and any <br />person who aids, abets or assists therein, upon conviction <br />thereof, shall be subject to a fine not exceeding two <br />hundred dollars ($200.00) for each offense or violation, or <br />be imprisoned for a term not exceeding sixty (60) days in <br />the county jail, or both. " <br />SECTION 4. To the extent that this ordinance conflicts with <br />any portion of Resolution No. 7490, adopted September 22, 1975, <br />regarding the Bradford Street Parking Lot, such portion of said <br />resolution is hereby rescinded. <br />SECTION 5.
