Public Comment. <br />Rich Panelli stated he thinks there are issues that seem to be passed over and they are the <br />significant but unavoidable items referenced in Appendix C. He fiarther stated that there should <br />be mitigating items for those specific areas. <br />Nita Spangler spoke of traffic issues, housing issues and financial risk posed by the project. <br />Don Wilson stated that he knows the traffic issue due to his business location in the vicinity. <br />He questioned whether the railroad crossings had been taken into consideration and an <br />explanation of the percentages attached to the trips originated. <br />Ted Hannig stated a misrepresentation had occurred regarding parking at the County <br />Government Center. He stated page 126 of the Draft EIR includes 788 net spaces coming from <br />the County Government Center. <br />M/S Hartnett/Howard to close the public hearing. The motion passed by a unanimously voice <br />vote. <br />Recess: 9:55 —10:05 p.m. <br />Rob Reese responded to the question on trip distribution explaining that on page 78 it does add <br />up to 100 %. He also responded that the railroad crossings were not studied because it presents a <br />level of service F condition. He fin explained the parking study to address the questions <br />posed. <br />M/S Hartnett/Claire to deny the appeal of the Planning Commission's Certification of the Final <br />Environmental Impact Report for the proposed Downtown Retail- Cinema project and direct <br />staff to prepare findings consistent with the responses to the issues raised in the appeal.
