<br />REPORT 0·J£-1 <br />To the Honorable Mayor and City Council <br /> From the City Manager <br />October 11, 2004 <br />Subject <br />Request to revoke the Permit for Encroachment and Use of a portion of Portside ParK to Stanford <br />Rowing and Paddling. <br />Recommendation <br />Revoke the Permit for Encroachment and Use of a portion of Portside ParK to Stanford Rowing <br />and Paddling because the group did not obtain approvals from the Redwood Shores community <br />associations as required by the ParKs and Recreation Commission's direction of June 23, 2004. <br />Background <br />In early 2002, Gina Sanchez, on behalf of Stanford Rowing and Paddling, approached staff <br />requesting permission to install a fenced enclosure in Portside ParK in Redwood Shores for the <br />purpose of creating storage for rowing shells and kayaks used by the group in conjunction with <br />the Stanford University Athletic Department. Before a permit would be recommended, staff .. <br />indicated that the Stanford group would need to obtain the support of the Redwood Shores <br />Homeowners Association, the Redwood Shores Owners Association, the Redwood City Plan <br />Review Committee as well as the Public WorK Services Department since the enclosure was in a <br />public Right of Way. The applicant did secure these approvals and staff brought a revocable <br />permit to Council, which was approved on May 6, 2002. <br />In a letter dated May 5, 2004, the Redwood Shores Architectural Design Board "moved to file a <br />letter of protest with the City and pull support of the boat enclosure under Bridge Parkway. The <br />enclosure exists by City Use Permit and initially had support on this Board". After receipt of this <br />letter, staff met with all parties and scheduled the permit for the June 23, 2004 ParK and <br />Recreation Commission agenda. The Commission meeting was well attended by concerned <br />members of the community, neighbors living near the enclosure, the rowing community and <br />representatives of the Architectural Design Board. After hearing public input and discussion by <br />the Commission they unanimously passed a motion.... "To direct the representative of <br />Stanford University to retum to the Redwood Shores community organizations forwritten <br />approval of their revocable permit and bring it back to the Parle and Recreation <br />Commission within 90 days". <br />The Redwood Shores Owner's Association supported the continued use and signed a Request <br />for Support agreement dated July 15, 2004 that was submitted to the ParKs and Recreation <br />Commission during the September 22, 2004 ParKs and Recreation Commission meeting. The <br />Redwood Shores Community Association was presented the same Request for Support <br />agreement which was not acceptable. A September 10, 2004 letter from the Redwood Shores <br />Community Association Board of Directors, signed by Jeffrey Gee, President stated... "The <br />Board of Directors voted NOT to offer its support to Stanford's request. " A letter from the <br />Redwood Shores Architectural Design Board dated September 20, 2004 reaffirmed the Board's <br />position to support the continued use of the enclosure. The primary reason for not supporting the <br />request was that they we concemed about lagoon usage. <br /> -,," - <br />
