<br /> (0./ r <br /> REPORT <br /> To the Redevelopment Board <br /> From the Executive Director <br /> October 11, 2004 <br /> Subject <br /> Keyser Marston Associates Consultant Services Agreement Amendment NO.2 <br /> Recommendation <br /> Approve Amendment NO.2 to the agreement with Keyser Marston Associates (KMA) for <br /> professional consulting services to assist the Agency in planning and negotiations for <br /> various projects in the redevelopment area with an additional authorization not to <br /> exceed $100,000. <br /> Background <br /> The Agency requires professional consulting services for development projects in the <br /> redevelopment area. KMA is a highly skilled and qualified firm providing services in <br /> real estate, economics and redevelopment. The firm has successfully advised the <br /> Agency for over fifteen years and is very familiar with the local economy and <br /> environment. Tim Kelly has been the Principal assigned to Redwood City's projects ... <br /> during this entire period. <br /> KMA has assisted staff with all the major projects implemented by the Agency, <br /> including: <br /> · Sequoia Station <br /> · Wyndham Place <br /> · Mezes Plaza <br /> · City Center Plaza <br /> · Downtown Retail-Cinema Project <br /> · EI Camino Project <br /> · Update of the 5-year Implementation Plan <br /> What Do They Do? <br /> Their services in connection with the Downtown Retail-Cinema project over the last two <br /> years are a good illustration of their typical activities for the Redevelopment Agency. At <br /> the earliest stages of the project, they advised staff on the most effective ways to <br /> structure the request for proposal (RFP) documents. KMA has extensive experience <br /> with both residential and commercial projects and they know the strengths of major <br /> developers and commercial tenants. Once proposals were received, KMA prepared in- <br /> depth economic analyses of the proposals and then made recommendations on the <br /> best offer for the Agency. Agency Board members involved with the Retail-Cinema <br /> sub-committee reviewed the detailed analyses prepared by Mr. Kelly. <br /> - -~,....- <br />
