The Director of Public Works shall be responsible for advising <br />the City Manager in the administration of provisions of this <br />chapter. In performance of this responsibility the Director <br />shall: <br />"(a) Maintain, including periodically reviewing and recom- <br />mending changes in, and interpret the official Flood <br />Insurance .Pate Ma.p. <br />"(b) Review flood zone permits and the developments author- <br />ized thereby to assure compliance with the requirements <br />of this chapter and any conditions which are attached <br />to such permits and to assure that sites are reasonably <br />safe from flooding. <br />"(c) Maintain all records pertaining to the provisions of <br />this chapter. <br />"(d) Notify adjacent communities and the State Department of <br />Water Resources prior to any alteration or relocation <br />of a watercourse, and submit evidence of such notifica- <br />tion to the Federal Insurance Administration. <br />"(e) Assure that maintenance is provided within the altered <br />or relocated portion of said watercourse so that the <br />flood -carrying capacity is not diminished. <br />"Section 41.7. <br />Flood Zone Development Permit Required. No <br />persons shall construct, erect, relocate or substantially improve <br />any structure, including but not limited to mobile homes, or under- <br />take any change in improved or unimproved real estate, including <br />but not limited to mining, dredging, filling, grading, paving, <br />excavating, and drilling, within any area of special flood hazard <br />without first obtaining a flood zone development permit. <br />"Section 41.8. Application - Required Contents. (a) Appli- <br />cation for a flood zone development permit shall be made to the <br />Building Department in writing on a form which has been approved <br />by the Building official and which contains at least the following <br />information: <br />"(1) Name, address and telephone number of owners of the <br />property on which said development is to be located. <br />"(2) Name, address and telephone number of the applicant <br />for said permit. <br />-3- <br />
