REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 24, 2017 <br /> <br />SUBJECT <br />Final Acceptance – 2015-2016 Sanitary Sewer Replacement Project <br /> <br />RECOMMENDATION <br />By motion, accept the 2015-2016 Sanitary Sewer Replacement Project, and authorize <br />the release of bonds and retention according to City procedures <br /> <br />BACKGROUND <br />The City systematically replaces sections of aging sewer infrastructure to ensure the <br />continued reliability of the system. Each year, staff identifies pipelines that required <br />excessive maintenance or experienced repeated service disruptions and targets those <br />pipelines for improvement. <br /> <br />Closed circuit television inspection review of Sanitary Sewer Basin Numbers 5B, 5F and <br />5H were completed in 2014. Staff’s review of the inspection videos revealed numerous <br />defects in these sewer basins. A number of construction options for repair or <br />replacement were evaluated to determine the most cost-effective method for mitigation. <br />For this project, a traditional open trench method was chosen in order to replace the <br />identified pipe defects. Furthermore, this project was designed compliant with the City’s <br />Engineering Standards and accepted practices. <br /> <br />ANALYSIS <br />On May 14, 2016 the City Council awarded the construction contract for the 2015-2016 <br />Sanitary Sewer Replacement Project to Casey Construction, Inc. of Emerald Hills for <br />their responsive and responsible low bid of $3,121,340.00. The project replaced and <br />furnished approximately 13,976 linear feet of existing 6-inch and 8-inch vitrified clay <br />pipe (VCP) sewer main with new 6-inch, and 8-inch polyvinyl chloride pipe (PVC), 80 <br />sanitary sewer manholes and 350 sanitary sewer laterals. The project area included <br />Harding Avenue, Saint Francis Street, James Avenue, Quartz Street, Ruby Street, <br />Hawes Street, Myrtle Street, King Street, Fairview Avenue, Virginia Avenue, Junipero <br />Avenue, Valota Road, Oak Avenue, Oliver Street, McKinley Street, Johnson Street, <br />Reese Street, Regent Street, Oxford Street and Poplar Avenue within Redwood City <br />corporate limits. A map of the project area is attached. <br />The project has been completed and approved by the City Engineer in accordance with <br />the plans and specifications and within the timeframe allowed by contract for a total <br />cost of $3,079,022.49 which is 1.36% less than the original bid amount.
