exceptional service delivered by Paymentus, it is in the City’s best interest to continue
using the expertise of Paymentus.

ALTERNATIVES
The City Council could choose to not renew the contract with Paymentus which would
require Redwood City staff to undertake a process for selecting a firm. The current
subscription expired on March 31, 2017 and the process of selecting a new firm could
take some time. Thus if not renewed, the City will no longer be able to offer the platform
for our customers to be able to pay their utility payments over the telephone 24 hours a
day and 7 days a week.

There was a delay in presenting this item for Council consideration while staff
considered writing a new software program to provide this service in-house. After further
consideration, staff decided against this option due to the lack of time to prepare the
program, and because selection and implementation of a new financial system is a
higher priority.

FISCAL IMPACT
The amendment would increase the agreement by an amount not-to-exceed $66,000,
resulting in a total agreement amount not-to-exceed $143,500. Sufficient funds are
available in the 2016-17 budget to cover the cost for the first year. The billing services
expense has been approved by the City Council in the budget process and staff
recommends this process continue for second year of the agreement in Fiscal Year
2017-18.

ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because it has no potential for resulting in either a direct or reasonably
foreseeable indirect physical change in the environment.

JUN NGUYEN
REVENUE SERVICES MANAGER

KIMBRA MCCARTHY
ASSISTANT CITY MANAGER OF ADMINISTRATIVE SERVICES

6.1.C. - Page 2
