to and incorporated herein as if fully set forth herein verbatim, <br />and said budget is hereby adopted as the annual budget of the City <br />of Redwood City for the fiscal year July 1, 1981 - June 30, 1982. <br />SECTION 2. Appropriations. From and after the operative <br />date of this ordinance, the several amounts stated in the annual <br />budget referred to in Section 1 hereof as resources allocated <br />(expenditures) for the fiscal year July 1, 1981 - June 30, 1982 <br />shall become and thereafter be appropriated to the programs, <br />objects and purposes therein stated for said fiscal year, and <br />said monies are hereby authorized to be expended for the programs, <br />purposes and objects by the offices and departments specified in <br />said budget. The Budget Transmittal Letter and Budget Message, <br />the Program Summary, notations, memoranda and information <br />contained in the Operations Programs consisting of the portions <br />thereof designated program goals, scope of program, financing, <br />sub -program goals, objectives, comments, sub -program changes, <br />and financing; the numbered itemized projects in the Capital <br />Improvements Program; the explanatory notes and detail of <br />expenditures in the Federal Grant Programs (consisting of Revenue <br />Sharing, Housing and Community Development Block Grant, and <br />Comprehensive Employment Training Act Programs); the financial <br />summaries; and the personnel allocations are for informational <br />purposes only and shall not be construed to limit or affect in <br />any manner any appropriation item. To the extent otherwise <br />permissible, actions affecting such information items may be <br />taken from time to time without amendment hereto, or to the <br />budget incorporated herein. <br />SECTION 3. Transfers, Additional Appropriations, Cancellations. <br />From time to time during the fiscal year to which said budget is <br />intended to apply, the Council may transfer sums from any appropriated <br />-2- <br />
