of such violation or the deposit with the police department <br />of the sum of Five Dollars ($5.00) within such five (5) <br />days constitutes a compliance with this provision. Delivery <br />of such envelope shall be the responsibility of such owner <br />or operator. The failure of such owner or operator to make <br />such payment within the five (5) days shall render such <br />owner or operator subject to the penalties provided for <br />violation of the provisions of this division." <br />SECTION 3.
