City of Redwood City <br />EXHIBIT E HSR16-87 <br />SUPPLEMENTAL TERMS AND CONDITIONS FOR CONTRACTS USING page 7 of 9 <br />FEDERAL FUNDS <br />otherwise discriminating against an employee for disclosures by the employee that the employee <br />reasonably believes are evidence of: <br />A. Gross mismanagement of a contract relating to ARRA funds; <br />B. Gross waste of ARRA funds; <br />C. A substantial and specific danger to the public health or safety related to the implementation or <br />use of ARRA funds; <br />D. An abuse of authority related to implementation or use of ARRA funds; or <br />E. A violation of law, rule, or regulation related to an agency contract (including the competition <br />for or negotiation of a contractor) awarded or issued relating to ARRA funds. <br />Contractor and its subcontractors shall post notice of the rights and remedies available to employees <br />under Section 1553 of Title XV of Division A of the ARRA. <br />14. FRAUD AND FALSE CLAIMS ACT <br />Contractor shall promptly notify the Authority and shall refer to an appropriate federal inspector general <br />any credible evidence that a principal, employee, agent, subcontractor, or other person has committed a <br />false claim under the False Claims Act or has committed a criminal or civil violation of laws pertaining to <br />fraud, conflict of interest, bribery, gratuity, or similar misconduct involving ARRA funds. <br />The Contractor will include the above paragraphs in each subcontract financed in whole or in part with <br />Federal assistance provided by the FRA. It is further agreed that the paragraphs shall not be modified, <br />except to identify the subcontractor who will be subject to the provisions. <br />15. REPORTING REQUIREMENTS <br />Contractor will, if requested by the Authority in writing, provide the Authority with the following <br />information: <br />A. The total amount of funds received by the Contractor during the time period defined in the <br />Authority's request; <br />B. The amount of funds actually expended or obligated during the time period requested; <br />C. A detailed list of all projects or activities for which funds were expended or obligated, including: <br />The name of the project or activity; <br />i. A description of the project activity; <br />ii.
