04/24/2017 <br />Programs, as set forth in the Application, are exempt from the requirements of NEPA <br />and CEQA as a ministerial project, and a notice of such exemption has been filed with <br />the County Clerk of San Mateo County; and <br />WHEREAS, approval of the Annual Action Plan is not considered a project under <br />CEQA Guidelines Section 15378 as it is a funding mechanism that does not involve a <br />commitment to specific projects that may result in a potentially significant physical <br />impact on the environment; and <br />WHEREAS, an Executive Summary and a 30 -day Request for Community <br />Comments on the draft plans have been published for community comment prior to <br />forwarding the documents to Council for approval; and <br />WHEREAS, on March 8, 2017, the Housing and Human Concerns Committee <br />completed funding recommendations for CDBG and HOME and approved the Annual <br />Action Plan; and <br />WHEREAS, on March 21, 2017, the Planning Commission determined that <br />capital projects in the Annual Action Plan conformed to the General Plan and <br />recommended approval of the Action Plan to the City Council; and <br />WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City <br />has followed its Community Participation Plan as part of the process for determining <br />how the grant funds herein referenced will be used, and <br />WHEREAS, on April 24, 2017, the Council held a public hearing as to all matters <br />included in the staff report of the same date; and <br />WHEREAS, this Council desires to approve the Annual Action Plan, the <br />Application, and to authorize the execution of all documents pertaining thereto, including <br />all understandings and assurances connected therewith. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />REDWOOD CITY, AS FOLLOWS: <br />1. The Annual Action Plan and Application prepared for submission to the <br />United States Department of Housing and Urban Development for a Community <br />Development Block Grant pursuant to Title I of the Housing and Community <br />Development Act of 1974, and the Home Investment Partnership Program pursuant to <br />ATTY/RESO.0038/ CC RESO ANNUAL ACTION PLAN —CDBG AND HOME PROGRAMS—FY17/18 RESO. NO. 15581 <br />REV: 04-19-17 PR MUFF NO. 304 <br />Page 2 of 3 <br />
