ATTACHMENT 1 <br />Warren Street, the Mezesville Historic District, and the potential historic resources at <br />840 Brewster Avenue and 701 Arguello Street would remain eligible for listing in the <br />California Register of Historic Places; and <br />WHEREAS, pursuant to State Density Bonus Law and Redwood City's <br />Affordable Housing Density Bonus regulations (Government Code Section 65915, and <br />Section 32.19 of the Redwood City Zoning Code), the Applicant requested two <br />development standard concessions to exceed the maximum building heights for the <br />Project site under the DTPP regulations in order to provide 50 affordable dwelling units. <br />The Project site is located within the 5-story/59-foot height zone with a required 3- <br />story/35-foot stepdown along the Brewster Avenue frontage, and the Project is 6- <br />stories/78-feet on the majority of the site, and 4-stories/54-feet along the Brewster <br />Avenue frontage; and <br />WHEREAS, the City engaged the services of Keyser Marston Associates to <br />conduct a financial analysis of the requested development standard concessions, the <br />conclusion of which was that the concessions are needed in order to provide for the 50 <br />affordable dwelling units; and <br />WHEREAS, the Planning Commission of the City of Redwood City is empowered <br />by the Subdivision Ordinance of the Redwood City Municipal Code to act upon <br />applications for Tentative Maps and Condominium Permits, and by the Downtown <br />Precise Plan and Zoning Ordinance to act upon applications for Downtown Planned <br />Community and Planned Development Permits; and <br />WHEREAS, on February 7, 2017, the Planning Commission considered an Initial <br />Study checklist and its findings prepared by the City's Planning Division, the previously <br />certified Downtown Precise Plan Program Environmental Impact Report (EIR) (State <br />Clearinghouse #2006052027), the staff reports, oral and written, and testimony and <br />materials presented by all those wishing to be heard on this Project at the noticed public <br />hearing on this matter; and <br />WHEREAS, on February 7, 2017, pursuant to Section 2.0.3.A.2.a of the DTPP <br />(pg. 28), the Planning Commission conducted a public hearing in accordance with all <br />applicable requirements of the Subdivision Map Act, and the Redwood City Municipal <br />Code and Zoning Ordinance, to consider the Downtown Planned Community Permit <br />Application DPC2016-003 including eleven guideline deviations, Tentative Map and <br />Condominium Permit Application TM2016-003, Planned Development Permit <br />Application PD2016-003, Affordable Housing Plan, Affordable Housing Density Bonus, <br />and all applicable requirements of the State Planning and Zoning Law, the Downtown <br />Precise Plan, and the recommendations of the AAC and HRAC; and <br />WHEREAS, the Planning Commission determined that the proposed Downtown <br />Planned Community Permit including eleven guideline deviations, Tentative Map, <br />Condominium Permit, Planned Development Permit, Affordable Housing Plan, and <br />Affordable Housing Density Bonus would further the purposes of and appropriately <br />ATTY/RES0.0036/CC RESO UPHOLDING PC APPROVAL -801 BREWSTER RESO.
