Page 5 of 28 <br />ATTY/ RESO.0043/CC RESO HILLSIDE ALTERNATIVE PROJECT <br />REV: 05-06-17 PR <br />The buffer shall remain in place until construction is completed. If the roost is in <br />vegetation or a structure that is planned to be removed, the qualified biologist <br />shall work with CDFW to devise a plan to exclude the bats if removal of the roost <br />cannot be avoided. <br /> <br />Impact: BIO-3: Project construction could impact San Francisco dusky-footed woodrat, <br />a California species of special concern. <br /> <br />Mitigation: BIO-3: Not more than thirty (30) days before initial ground disturbance on the <br />project site, a qualified biologist shall conduct a survey of the project site for any <br />existing woodrat houses. If any woodrat houses are found within the project site, <br />they shall be identified with flags or marking tape and protected from disturbance <br />with a minimum buffer zone of five feet around the house. If avoidance is not <br />feasible, the qualified biologist will contact CDFW with a proposal for removing <br />the woodrat house(s) using methods acceptable to CDFW. Currently, the <br />method requires that a biologist with a scientific collection permit trap the <br />woodrats, dismantle their house, relocate the house materials onto constructed <br />artificial houses in nearby suitable habitat that will not be disturbed, and release <br />the woodrats into the artificial house. Woodrat relocation would occur outside of <br />the rat maternity season and when there is no rain and nighttime temperatures <br />are greater than 40 degrees Fahrenheit. This mitigation measure shall be <br />performed under the direct supervision of a biologist approved for this project by <br />the CDFW. <br /> <br />Finding: Implementation of Mitigations BIO-1, BIO-2 and BIO-3 would reduce the project- <br />related impact to nesting birds, protected bat species and dusky-footed woodrat during <br />construction to a less than significant level. <br /> <br />Facts in Support of Finding : T hese mitigation meas ures a re consistent with best <br />management practice to survey the site prior to tree removal and ground disturbance for the <br />presence of bird nests, dusky-footed woodrat nests, or colony bat roosts. If active bird nests, <br />dusky-footed woodrat nests, or colony bat roosts are found, a construction-free zone shall be <br />established. These measures shall be performed under the supervision of a qualified biologist in <br />consultation with the California Department of Fish and Wildlife. The measures shall remain in <br />place until young birds have fledged in the case of native birds or until construction is complete <br />for any colony bat roosts and dusky-footed woodrat nests. <br /> <br />Impact: BIO-4: The proposed project would result in the removal of approximately 66 <br />native trees and 1 non-native tree. <br /> <br />Mitigation: BIO-4: Prior to project grading all areas of disturbance including pipeline <br />alignments shall be surveyed and staked and a field count performed to confirm <br />the exact number of trees to be removed. Consistent with routine CDFW <br />guidelines, the approximately 66 native trees to be removed by the project- <br />shall be replaced in kind at a 3:1 ratio throughout the project site, including <br />Parcel 1, the scenic easement parcel. In addition, the one non-native tree <br />expected to be removed shall be replaced at a 1:1 ratio. Replacement trees shall <br />8.A. - Page 38
