The attenuating buffers may be removed as soon as the <br />construction noise levels fall under 110 dB at the property boundary. <br /> <br />NOI-2: Impact tools (e.g., jackhammers, pavement breakers, and rock drills), if <br />used for project construction, shall be hydraulically or electrically powered <br />wherever possible to avoid noise associated with compressed-air exhaust from <br />pneumatically powered tools. However, where use of pneumatic tools is <br />unavoidable, an exhaust muffler on the compressed-air exhaust shall be used; <br />such mufflers can lower noise levels from the exhaust by up to 10 dBA. External <br />jackets on the tools themselves shall be used where feasible, which could <br />achieve a reduction of 5 dBA. Quieter procedures shall be used, such as drills <br />rather than impact equipment, whenever feasible. <br /> <br />NOI-3: Construction activities shall be limited to the hours of 7:00 a.m. and 4:00 <br />p.m., Monday through Friday, which is more restrictive than the noise ordinance <br />requirements. Signs required by the noise ordinance shall reflect the more <br />restrictive construction hour limitation and also include a day and evening <br />contact number for the job site and a day and evening contact number for the <br />City in the event of problems or excessive noise complaints. If the City receives <br />more than 10 noise complaints during one week, the City shall conduct noise <br />measures while construction is occurring to determine the exact level of noise <br />and whether it exceeds the noise ordinance standards. If the noise ordinance <br />standards are being exceeded, the City shall work with the contractor to devise <br />a strategy to bring noise levels into compliance including erection of attenuating <br />buffers as described in NOI-1. <br /> <br />Finding : Implementation of Mitigations NO-1, NOI-2 and NO-3 would reduce the project - <br />related temporary noise during constr uction to a less than sig nificant level. <br /> <br />Facts in Support of Finding: These mitigation measures are consistent with best <br />management practice to reduce noise impacts during construction. Utilizing property <br />maintained equipment, limiting construction hours and possible use of noise attenuating <br />buffers will reduce the noise impacts associated with construction. <br /> <br /> <br /> <br />8.A. - Page 42
