REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 8, 2017 <br /> <br />SUBJECT <br />Amendment and Adoption of Certain Fees for the City's Community Development <br />(Building, Engineering, and Planning), Fire and Police Departments <br /> <br />RECOMMENDATION <br />1) Hold a public hearing, <br />2) Waive First Reading and introduce City Code Ordinance amendments applicable to <br />certain Community Development and Police Department fees and Amendments to <br />uncodified Ordinance 1002 related to application filing fees for Pawnbrokers permits, <br />and <br />3) Adopt a Resolution (a) amending and adopting certain fees for City Community <br />Development, Fire, and Police Departments, (b) directing City Staff to perform a <br />comprehensive fee study every five years; (c) adopting a cost recovery policy for the <br />City's Planning Division; (d) rescinding resolutions 14410, 14455, 14609, 14688, 14711, <br />and 15158; and amending resolution 6882 <br /> <br />BACKGROUND <br />In June 2016, the City entered into a professional services agreement with Matrix <br />Consulting Group (Matrix) to conduct a two-phase Comprehensive Fee Study in order to <br />recommend revisions to align the City’s fees with cost recovery or market levels. The <br />purpose of conducting the Fee Study was to find the true costs of providing City <br />services, add, where appropriate, new fees for services currently provided but not being <br />charged, and eliminate fees for services no longer offered. <br /> <br />Between June and November 2016, Matrix held numerous meetings with City staff and <br />conducted interviews to confirm the actual amount of staff time expended to provide <br />each specific service. Once time spent for a fee activity was determined, all applicable <br />City costs were then considered in the calculation of the “full” cost of providing each <br />service. The three major cost components in determining the full cost of providing <br />services included: 1) direct staff time and materials, 2) department and citywide <br />overhead (based on the City’s Cost Allocation Plan), and 3) direct and indirect costs <br />from other divisions to provide the service. The study also assisted in creating well- <br />documented and defensible fees to meet cost recovery policy goals and objectives. <br /> <br />8.B. - Page 1
