ATTY/AGR/2017/AMENDMENTS/AMEND NO. 1 DAVID J. POWERS & ASSOCIATES, INC.
REV: 03-23-17 PR
likely use CMP facilities (El Camino Real, Woodside Road, US 101 and I-280), Hexagon
will prepare a TDM Plan as an optional task under this workscope.

Scope Adjustments That Don’t Require Budget Increases

6. Cumulative Scenario and Red Morton Park Westside Renovation Project: Hexagon had not
previously been aware that the City’s Westside Renovation Project for Red Morton Park is
currently underway. Hexagon will coordinate with City staff to include the project trips
estimated by the renovation project’s consultant in the cumulative scenarios for this Traffic
Impact Analysis.

7. Background Scenario: Hexagon will include trips from downtown development in the
background scenario of the Traffic Impact Analysis, as requested by the City. Based on
Hexagon’s review of the Redwood City Downtown Precise Plan, the downtown development
will generate trips at the project’s study intersections on Jefferson Avenue, but not at the
other study intersections.

8. Cumulative Scenario Growth Factor: Based on the City’s feedback to Hexagon, Hexagon
will use a 1.5 percent growth factor for volumes on Jefferson Avenue, since it is a
collector/arterial. For the other streets, a 0.5 percent growth factor will be used. Hexagon
will apply this growth factor for a five year period to obtain Cumulative scenario traffic
volumes.

9. Trip Generation: Based on the City’s feedback, Hexagon will revise its trip generation
estimate. Of the total project’s increase of approximately 37,000 square feet, about 35,000
square feet, or 93.5 percent, is attributable to the YMCA facility. Accordingly, Hexagon will
apply the trip generation rates of the Senior Center and the YMCA, as determined by their
respective driveway counts, to the increase square footage separately.

Current
Budget
Additional
Request
Amended
Total
DJP&A in-house staff time:
Preparation of the Initial Study, MMRP,
coordination, and meeting attendance
$ 41,385 $ 41,385
Reimbursable expenses (travel, printing, etc.) $ 4,480 $ 4,480
DJP&A Total: $ 45,865 $ 45,865
Subconsultants*:
Illingworth & Rodkin, Inc.
