WHEREAS, although it is the City’s policy to charge for the full costs of services, <br />the City Council wishes to discount certain fees to further certain policy goals and such <br />discounts are to be subsidized solely by money from the City’s General Fund; and <br />WHEREAS, in order to better achieve the City’s policy and cost recovery goals, <br />the City Council deems it advisable and in the best interests of the City to adopt and <br />amend certain Community Development, Fire, and Police fees as set forth on Exhibit A, <br />which is attached hereto and incorporated herein by reference (the “Proposed Fees”); <br />and <br />WHEREAS, the City Council also deems it advisable and in the best interests of <br />the City to update the cost recovery policy for the City’s Planning Division to reflect the <br />Proposed Fees and current City practice, which updated cost recovery policy is attached <br />hereto as Exhibit B and incorporated herein by reference (the “Planning Cost Recovery <br />Policy”); and <br />WHEREAS, in connection with the Proposed Fees, the City is proposing certain <br />ordinance amendments to reflect fees being updated (the “Ordinance Updates”); <br />WHEREAS, a duly-noticed public hearing was held by the City Council on May 8, <br />2017 to review the Matrix Study, the Proposed Fees, the Ordinance Updates, and the <br />City’s policy regarding cost recovery through fees; and <br />WHEREAS, at least ten (10) days prior to the public hearing, the City made <br />available to the public data indicating the amount of cost, or estimated cost, required to <br />provide the services for which the Proposed Fees will be charged and the revenue <br />sources anticipated to provide the services, including general fund revenues; <br /> <br />ATTY/RESO.0041/CC RESO AMENDING AND ADOPTING CERTAIN FEES AND CHARGES FOR CD, FIRE, AND POLICE SERVICES <br />REV: 05-04-17 JS <br />Page 3 of 21 <br />8.B. - Page 45
