This would allow staff to identify and plan for projects <br />over multiple years, which helps with workload management as well as financial <br />management. In addition, this approach allows the City Council to evaluate the breadth <br />of community needs when determining an annual capital work plan and associated <br />funding requirements. Cataloguing long-term needs further allows the City to <br />strategically seek grants and other external funding sources as they become available. <br />Fundamentally, planning for the repair and replacement of City assets and for the <br />addition of new amenities is a financial best practice. <br /> <br />CIP Summary <br />The proposed five-year CIP has been developed after extensive discussions with all the <br />departments. In order to promote a better understanding of the CIP program, proposed <br />projects have been grouped by functional area and into non-discretionary and <br />discretionary categories. Non-discretionary projects include urgent infrastructure repair <br />and rehabilitation needs, mandated (per regulation) capital investments, public health <br />and safety related projects and Council directed projects. They also include projects that <br />have a dedicated funding source. Discretionary projects include projects that are <br />already partially funded and in progress, grant-funded projects, past citizen and <br />community requests and quality of life enhancement projects. For discretionary projects, <br />priority was given to projects that are already partially funded and are in progress and <br />projects that are grant-funded. The proposed five-year CIP includes 130 projects with <br />an estimated cost of $527.9 million. It is summarized in the table and charts below. <br /> <br /> <br /> <br /> <br /> <br />9.A - Page 2
