period. Comments included a request to reduce the size of the tank, locate the tank <br />near the Easter Bowl tank, and consider further enhancements with the Hillside <br />Alternative. At its February 21, 2017 meeting, the Planning Commission conducted a <br />public hearing and adopted Resolution 17-03 recommending that the City Council <br />certify the Final EIR. Although the Planning Commission did not formally recommend <br />the Proposed Project or one of the alternatives, a majority of individual Commissioners <br />commented on their preference for the Hillside Alternative. <br /> <br />At its March 15, 2017 meeting, the Council Utilities Committee reviewed the Proposed <br />Project and the alternatives evaluated in the Final EIR and recommended that the City <br />Council proceed with the Hillside Alternative project. <br /> <br />Staff has prepared two resolutions for Council consideration. One resolution certifies <br />the Final EIR and selects the Proposed Project (Attachment 1) and the other resolution <br />certifies the Final EIR and selects the Hillside Alternative (Attachment 2). <br /> <br />PROJECT DESCRIPTION <br />In an EIR, there is a primary project identified for study, and it is referred to as the <br />“Proposed Project.” There are several other alternative projects studied as well. The <br />Proposed Project, known as “The California Water Tank” project, entails the <br />construction of a new 750,000-gallon water tank including associated water pipeline <br />and pump station facilities. The project components are: <br /> <br />· Construction of a water tank on the City-owned site at the corner of California <br />Way and Tum Suden Way; <br />· Replacement of an existing on-site pump station (two pumps, one generator, <br />old equipment building enclosed by a chain-link fence) with a new pump station <br />containing similar equipment enclosed in a new 20’ x 36’ building with a height <br />of 14’10”; <br />· Replacement of existing pipeline to connect the new water tank to the Easter <br />Bowl and Easter Cross water tanks, both located up-slope of the project site; <br />· Construction of a new pipeline between the new water tank and the new <br />pump station on the project site, and <br />· Construction of a new 4,600-foot long pipeline from the new tank to the <br />existing Lakeview Water Tank and Pump Station in two phases. <br /> <br />The estimated total cost of this project is $7.5 million. <br /> <br />PROJECT LOCATION AND SITE DESCRIPTION <br />The project site is located at the intersection of California Way and Tum Suden Way in <br />the Emerald Lake Hills area of Redwood City. It is surrounded by single-family hillside <br />residential development in Redwood City and unincorporated San Mateo County, and <br />open space. Two existing water tanks are located above and to the north of the <br />project site. The Easter Bowl tank (1.2 million gallons) is closest to the project site <br />and the Easter Cross tank (100,000 gallons) is farther to the north. <br /> <br />8.A. - Page 2
