The City Council finds that certain comments on the DEIR could be characterized <br />as requests for additional mitigation measures. With respect to suggested mitigation measures <br />that were not added to the FEIR, the City Council recommends that the City Council adopt and <br />incorporate by reference the reasons set forth in the responses to comments contained in the FEIR <br />as its grounds for rejecting adoption of these mitigation measures. <br /> <br />6. Pursuant to CEQA section 21081.6 and CEQA Guidelines section 15091, and in <br />support of its selection of the Proposed Project, the City Council has reviewed and considered the <br />CEQA Findings of Fact for the Proposed Project, attached hereto as Exhibit A and incorporated <br />herein by reference, finds that such Findings of Fact are supported by substantial evidence. <br /> <br />7. Pursuant to CEQA Section 21081.6 and CEQA Guidelines section 15091 and in <br />support of its selection of the Proposed Project, the City Council has reviewed and considered the <br />Mitigation Monitoring and Reporting Program (“MMRP”) that requires all mitigation measures <br />described in the FEIR be implemented by means of Proposed Project conditions, agreements or <br />other measures. The MMRP provides that mitigation measures will be incorporated into the <br />project design and included in all design and construction bid packages. The MMRP is attached <br />hereto as Exhibit B and incorporated herein by reference. <br /> <br />8. The City Council hereby certifies the Final EIR for the Proposed Project and adopts the <br />Mitigation Monitoring and Reporting Program. <br /> <br />9. The City Council directs the City’s Community Development Department to file a <br />notice of determination with the County Clerk of San Mateo County upon selection of the Proposed <br />Project. <br /> <br />10. Pursuant to CEQA Guidelines section 15091(e), the documents and other materials <br />that constitute the record of proceedings upon which the City Council has based its <br />determinations are located in and may be obtained from the Office of the City Clerk at 1017 <br />Middlefield Road Redwood City California The City Clerk is the custodian of records for all <br />matters before the City. <br /> <br />11. The City Council directs the City Manager or designee to proceed with the Proposed <br />Project, including if necessary directing the preparation of additional design and construction <br />specifications, and conducting a solicitation for written bids for the Proposed Project, before <br />returning to the City Council for a contract award. <br /> <br />12.
