Mitigation Monitoring and Reporting Program EXHIBIT B <br />Page 14 of 26 <br />ATTY/RESO.0042/CC RESO CALIFORNIA WAY WATER TANK, PUMP STATION AND PIPELINE PROJECT <br />REV: 05-03-17 PR df <br /> <br />Mitigation Monitoring and Reporting Program <br />Impact Mitigation Measure Implementation <br />and Timing <br />Monitoring <br />Responsibility <br />Verified <br />Implementation <br />Impact BIO-3: Project <br />construction could impact <br />San Francisco dusky-footed <br />woodrat, a California species <br />of special concern. <br />Mitigation Measure BIO-3: Not more <br />than thirty (30) days before initial ground <br />disturbance on the project site, a qualified <br />biologist shall conduct a survey of the <br />project site for any existing woodrat houses. <br />If any woodrat houses are found <br />within the project site, they shall be <br />identified with flags or marking tape and <br />protected from disturbance with a minimum <br />buffer zone of five feet around the house. If <br />avoidance is not feasible, the qualified <br />biologist will contact CDFW with a <br />proposal for removing the woodrat house(s) <br />using methods acceptable to CDFW. <br />Currently, the method requires that a <br />biologist with a scientific collection permit <br />trap the woodrats, dismantle their house, <br />relocate the house materials onto <br />constructed artificial houses in nearby <br />suitable habitat that will not be disturbed, <br />and release the woodrats into the artificial <br />house. Woodrat relocation would occur <br />outside of the rat maternity season and <br />when there is no rain and nighttime <br />temperatures are greater than 40 degrees <br />Fahrenheit. This mitigation measure shall <br />be performed under the direct supervision <br />of a biologist approved for this project by <br />the CDFW. <br />Implementation: <br />The City shall either <br />carry out this <br />measure itself or <br />incorporate this <br />biology mitigation <br />measure into all <br />appropriate bid, <br />contract, and <br />engineering and site <br />plan (e.g. building, <br />grading, <br />improvement plans) <br />documents. <br />Timing: Prior to <br />any ground- <br />disturbing activities, <br />unless otherwise <br />specified. <br />Monitoring: The City’s <br />Engineering Division <br />shall review all <br />appropriate bid, <br />contract, and <br />engineering and site <br />(building, grading, <br />improvement plans) <br />documents for inclusion <br />of biological measures. <br />Initials: <br />Date: 8.A. - Page 21
