measure for the immediate preservation of the public peace, <br />health and safety in order to allow the City of Redwood City <br />to continue to meet its obligations after the end of the fiscal <br />year 1979-80 and until the 1980-81 fiscal year budget is adopted. <br />Therefore, this ordinance shall become effective immediately <br />upon final adoption hereof; provided, however, that no section, <br />paragraph, term, clause or provision hereof shall become or be <br />operative before July 1, 1980, and the provisions hereof shall <br />remain operative only until the fiscal year 1980-81 budget <br />shall have been adopted. <br />-4- <br />
