The City Council finds that the information added in the FEIR does not constitute significant new information requiring recirculation, but rather that additional information clarifies or amplifies an adequate EIR. 5. The City Council finds that certain comments on the DEIR could be characterized as requests for additional mitigation measures. With respect to suggested mitigation measures that were not added to the FEIR, the City Council recommends that the City Council adopt and incorporate by reference the reasons setforth in the responses to comments contained in the FEIR as its grounds for rejecting adoption of these mitigation measures. 6. Pursuant to CEQA section 21081.6 and CEQA Guidelines section 15091, and in support of its selection of the Hillside Alternative Project, the City Council has reviewed and considered the CEQA Findings of Factfor the Hillside Alternative Project, attached hereto as Exhibit A and incorporated herein by reference, finds that such Findings of Fact are supported by substantial evidence. 7. Pursuant to CEQA Section 21081.6 and CEQA Guidelines section 15091 and in support of its approval of the Project the City Council has reviewed and considered the Mitigation Monitoring and Reporting Program that requires all mitigation measures described in the FOR be implemented by means of Project conditions, agreements or other measures, as set forth in the Mitigation Monitoring and Reporting Program, attached hereto as Exhibit B and incorporated herein by reference. 8. The City Council hereby certifies the Final EIR for the Hillside Alternative Project and adopts the Mitigation Monitoring and Reporting Program. 9. The City Council directs the City's Community Development Department to file a notice of determination with the County Clerk of San Mateo County upon selection of the Hillside Alternative Project. 10. Pursuant to CEQA Guidelines section 15091(e), the documents and other materials that constitute the record of proceedings upon which the City Council has based its determinations are located in and may be obtained from the Office of the City Clerk at 1017 Middlefield Road Redwood City California The City Clerk is the custodian of records for all matters before the City. 11. The City Council directs the City Manager or designee to proceed with the Hillside Alternative Project, including if necessary directing the preparation of additional design and construction specifications, and conducting a solicitation for written bids for the Hillside Alternative Project, before returning to the City Council for a contract award. 12.
