05/08/2017 <br />removed from the pump station building with the remaining paint stabilized. <br />• The impact of lead to the demolition project should be minimal; however, Cal <br />OSHA worker protection rules, California Department of Public Health <br />certification requirements, US EPA standards, and Department of Toxic <br />Substance Control disposal requirements need to be assessed by each <br />contractor/employer who performs work on this project. <br />• Any work performed at the site where Lead Based Paint or Lead Containing <br />Paint is likely to be disturbed should be performed by a contractor trained <br />and qualified to perform lead -related construction work. Any work that <br />exceeds Cal OSHA's permissible exposure limit or is performed to remediate <br />a lead hazard must be conducted by California Department of Public Health <br />certified personnel. All lead related work shall be conducted employing lead <br />work practices in accordance with United States Department of Housing and <br />Urban Development (US HUD) guidelines. <br />HAZ-2: Excavation and grading shall avoid potential serpentine rock when <br />feasible. If serpentine must be graded, the top 2 feet of soil shall be replaced <br />with clean soil, so as to avoid impacts from Naturally Occurring Asbestos <br />(NOA). Soils with NOA shall be removed and disposed of at an appropriate <br />facility, to the satisfaction of the City Engineer. Dust shall be suppressed during <br />grading, and a dust control plan to minimize exposure to NOA (per the <br />BAAQMD regulations) shall be submitted to the County Health System's <br />Department Environmental Health. <br />Finding: Implementation of Mitigations HAZ-1 and HAZ-2 would reduce the construction - <br />related impact of exposure to hazardous materials to a less than significant level. <br />Facts in Support of Finding: These mitigation measures are consistent with best <br />management practice to reduce exposure to hazardous materials during construction. <br />Implementing the recommendations from the above noted pre -demolition evaluation and <br />covering any exposed serpentine rock with two feet of soil will reduce the risk of accidental <br />release of hazardous materials at the project site and ensure the public or environment is not <br />exposed to significant hazards. <br />.• - <br />Impact: N0I-1: Construction activities could expose the public to noise levels in <br />excess of standards established in the City's General Plan and/or Noise <br />i Ordinance. <br />Mitigations: NOI-1: Construction equipment shall be properly outfitted and maintained with <br />noise -reduction devices to minimize construction -generated noise. Equipment <br />and delivery trucks shall not be left to idle for longer than a few minutes. <br />Stationary construction equipment shall be located on-site at the greatest <br />distance possible from nearby noise -sensitive receptors.
