<br /> SECTION 5. California Constitution Article XIIIA Contingencies. <br /> Moneys or other resources which have been received by or <br />allocated to the City of Redwood City from the State of California, <br />the County of San Mateo, or any other source pursuant to or by <br />reason of Article XIIIA of the California Constitution, added <br />by Initiative Amendment in June, 1978, which moneys or resources <br />are not appropriated or otherwise allocated in the budget referred <br />to in Section 1 hereof shall be deemed appropriated to the program <br />for Resources Held in Reserve, from which said moneys or resources <br />shall or may be transferred or appropriated from time to time, or <br />at any time, during the fiscal year July 1, 1979 - June 30, 1980 in <br />accordance with the provisions of Section 51.5 of the Charter of <br />the City of Redwood City. In the event moneys or resources received <br />by the City of Redwood City pursuant to said Article XIIIA upon <br />which certain appropriations and programs or portions of certain <br />appropriations and programs are based in the budget referred to <br />in Section 1 hereof, are withdraw~ in whole or in part, the <br />appropriations and programs affected by such contingency may be <br />cancelled, in whole or in part, at the discretion of the Council <br />of Redwood City, by ordinance adopted by the affirmative vote of <br />5/7ths of all members of the Council; provided, that nothing <br />herein shall be deemed a limitation upon the Council's authority <br />otherwise to act upon such contingency. <br /> SECTION 6. Emergency Expenditures. Upon the happening of <br />any emergency caused by fire, flood, explosion, storm, earthquake, <br />epidemic, riot or insurrection, or for the immediate preservation <br />of public order, peace, health and safety, or for the restoration <br />to a condition of usefulness of any public property, the usefulness <br />of which has been destroyed by accident or act of God, or for <br /> -4- <br /> . ..,---.... <br />
