SECTION 5. California Constitution Article XIIIA Contingencies. Moneys or other resources which have been received by or allocated to the City of Redwood City from the State of California, the County of San Mateo, or any other source pursuant to or by reason of Article XIIIA of the California Constitution, added by Initiative Amendment in June, 1978, which moneys or resources are not appropriated or otherwise allocated in the budget referred to in Section 1 hereof shall be deemed appropriated to the program for Resources Held in Reserve, from which said moneys or resources shall or may be transferred or appropriated from time to time, or at any time, during the fiscal year July 1, 1979 - June 30, 1980 in accordance with the provisions of Section 51.5 of the Charter of the City of Redwood City. In the event moneys or resources received by the City of Redwood City pursuant to said Article XIIIA upon which certain appropriations and programs or portions of certain appropriations and programs are based in the budget referred to in Section 1 hereof, are withdraw~ in whole or in part, the appropriations and programs affected by such contingency may be cancelled, in whole or in part, at the discretion of the Council of Redwood City, by ordinance adopted by the affirmative vote of 5/7ths of all members of the Council; provided, that nothing herein shall be deemed a limitation upon the Council's authority otherwise to act upon such contingency. SECTION 6. Emergency Expenditures. Upon the happening of any emergency caused by fire, flood, explosion, storm, earthquake, epidemic, riot or insurrection, or for the immediate preservation of public order, peace, health and safety, or for the restoration to a condition of usefulness of any public property, the usefulness of which has been destroyed by accident or act of God, or for -4- . ..,---....
