05/08/2017 <br />WHEREAS, on April 2, 1973, the City Council adopted Resolution No. 6882, <br />which established certain fees and deposits for environmental review, which fees and <br />deposits were most recently amended by Resolution No. 14711; and <br />WHEREAS, pursuant to Resolution No. 14711 and Resolution No. 14609, <br />adopted September 27, 2004, the City Council approved cost recovery policies for the <br />City's Planning Division; and <br />WHEREAS, the City has conducted an extensive analysis of its services to <br />ensure that the fees charged reflect the actual costs to the City and the City's taxpayers <br />in providing those services; and <br />WHEREAS, Matrix Consulting Group conducted a Cost of Services (User Fee) <br />Study with respect to certain user fees in order to determine the cost to the City of <br />providing such services and provided a final report to the City dated February 16, 2016 <br />(the "Matrix Study"); and <br />WHEREAS, the Matrix Study demonstrated that the City's current fees for <br />services provided by the City's Community Development Department, Fire Department, <br />and Police Department were, in the aggregate, insufficient to cover the costs of <br />providing such services; and <br />WHEREAS, it is the general policy of the City to charge for the full costs of <br />services provided by City Staff when such services benefit individual users rather than <br />members of the community as a whole; and <br />Page 2 of 5 <br />REV: 05-10-1715 <br />ATTY/RE50.0041/CC RESO AMENDING AND ADOPTING CERTAIN FEES AND CHARGES FOR CD, FIRE, AND POLICE SERVICES <br />RE50.
