time spent on the project at the Fully Burdened Hourly Rate in <br />existence at the time of the work performed. <br />b. Minimum deposit threshold balance notifications — When the City <br />considers it advisable, the City Council may adopt a minimum <br />threshold balance for any particular Deposit. The notifications will <br />help ensure deposit accounts have a positive balance. The City will <br />notify the applicant when the Deposit falls below the minimum <br />threshold balance unless otherwise noted by agreement between <br />the City and applicant. The notification shall include an invoice to <br />bring the balance back to the minimum deposit amount. <br />c. The City shall not process or perform work on an application with a <br />negative balance. <br />Supplemental planning services — In situations where a project <br />requires more than one planning service, the City shall recover costs <br />for the other services, including costs that would otherwise be <br />covered by a flat fee or another deposit, by billing all materials and <br />staff time related to administering the project to one deposit. City <br />staff shall select the appropriate deposit type, and the minimum <br />deposit amount shall be the minimum deposit amount associated <br />with that deposit type. <br />2. Fees <br />The Fee is the amount required to be submitted with the planning application to <br />offset the City's costs in administering a planning application. The Fee is a fixed <br />amount that is not increased or decreased for the specific project relative to the <br />City's costs in providing the service. <br />Process <br />1. Project Application Submission <br />At project application submission, the Planner shall collect the Deposit or Fee. <br />2. Complete Application <br />No application filed under this Policy requiring a deposit or fee shall be deemed <br />complete if not accompanied by the Deposit or Fee. <br />3. Monthly Statements <br />If the applicant submits a written request for monthly statements, the City shall <br />provide expense statements to the applicant. <br />4.
