Item No. 2 (continued) <br />Mayor Greenalch advised that the matter of what constitutes "significant new <br />information" is at the heart of the procedural appeal and would be considered <br />by each Councilmember in his or her decision in this matter. <br />(Council recessed from 9:37 p.m. to 9:48 p.m.) <br />---------------------------------------------------------------------------- - - - - -- <br />ORAL COMMUNICATIONS <br />There being no objection. Mayor Greenalch ordered that an Oral <br />Communication item be considered out of order at this time. <br />a. C.J. McAleer, former Post Commander, Veterans of Foreign Wars advised <br />Council, VFW Post 2310 will be presenting the City of Redwood City with a POW <br />flag and asked Council to proclaim the week of the presentation as POW week. <br />Mayor Greenalch requested City Manager and City Clerk to work with Mr. <br />McAleer to coordinate presentation. <br />MEMO 1/11/89 <br />---------------------------------------------------------------------------------- <br />2. Public Hearing (continued see above ) <br />Jay White, 214 Loma Road, San Carlos, San Carlos Aiport Pilots Association, <br />stated the EIR process deficient because it had not been submitted to the <br />Airport Land Use Committee and that the Westport Development was in the <br />direct flight path of aircraft using San Carlos Aiport. <br />City Attorney Schricker explainted that Public Utilities Code 21676 (a) and <br />(b) cited by Mr. White, provided for General Plan reviews by ALUC but not <br />individual projects. <br />Planning Director Patterson advised the draft EIR was submitted to the <br />County Planning Department which distributes it to County agencies. <br />Bert Barrett letter of January 9, 1989 APP -Ex #4 was read into the record <br />by W. Wayne Wheeler which states his objection to the development citing <br />problems with traffic, effect on property values, wildlife loss, landfill <br />gases, land movement and obstruction of view. <br />APP -Ex #5 a three page list of persons present at Council meeting of January <br />9, 1989 opposing Prometheus Project was introduced at this time. <br />Karen Murphy, 538 Shorebird Circle, Redwood City stated opposition to <br />developer citing structrural and sewage problems in Shorebird Circle Complex <br />built by same developer. <br />Philip Nettle, 526 Shorebird, Redwood City stated traffic studies were too <br />old to be relevant, numbers were manipulated, adverse traffic patterns were <br />ignored, adequate mitigation measure were not proposed, alternatives were not <br />pursued and there was no mention of the impact on quality of life. <br />Reg.Mtg. <br />1/9/89 <br />Page 4 <br />MINUTE BOOK NO. 48 <br />Page No. 262 <br />
