<br /> SECTION 3. It is the intent of this Council that if this <br />ordinance is, for any reason, held invalid or unconstitutional, <br />in whole or in part, by the decision of any Court of competent <br />jurisdiction, such decision shall not affect the remaining portions <br />of Article IV of Chapter 32 of the Code of the City of Redwood City; <br />and, further, that in the event the tax rate established pursuant <br />to Section 1 of this ordinance be found invalid, then it is the <br />intention of this Council that the rate (to wit: 6%) in effect prior <br />to the effective date of this ordinance shall remain in full force <br />and effect. The provisions of this ordinance are severable, and <br />in the event any word, clause, or other provision be found invalid <br />or unconstitutional, it is expressly the intention of this Council <br />that all other remaining words, clauses, and provisions shall be <br />effective. <br /> SECTION 4.
