This ordinance shall be effective 30 days from the <br />date of its adoption; provided, however, that the provisions hereof <br />shall be operative retroactive to and including August 1, 1978; <br />provided, further, that the rates established herein shall become <br />effective immediately following the completion of the billing period <br />in progress for any serviced premises on the operative date. <br /> * * * <br /> -2- <br /> ........ <br />
