<br />initiative amendment, the pertinent provisions of which are <br />operative July 1, 1978. The reduction in said revenues and <br />concomitant reduction in work force are reflected in the City's <br />annual budget for the fiscal year July 1, 1978 - June 30, 1979, <br />and the remaining revenues, used for the usual and current <br />expenses of the City, are necessary to preserve the public peace, <br />health, and safety. <br />SECTION 3. This ordinance shall become effective upon its <br />adoption, and the provisions hereof shall be operative on and <br />after July I, 1978. <br />SECTION 4. The provisions of this ordinance are severable, <br />and if any section, sentence, phrase, clause or other provision <br />should be declared invalid by the final judgment or decree of <br />a court of competent jurisdiction, such invalidity shall not <br />affect any of the remaining sections, sentences, phrases, clauses <br />or provisions. Notwithstanding the foregoing and the provisions <br />of Section 3, if said section be so adjudged or decreed invalid, <br />then this ordinance shall become effective 30 days after adoption <br />hereof. <br /> * * * <br /> - 2 - <br /> ...,..... <br />
