<br />and current expenses of the City, and are necessary to preserve the public <br />peace, health and safety. <br />SECTION 3. This ordinance shall become effective upon its <br />adoption, and the provisions hereof shall be operative on and after <br />July 1, 1978. <br />SECTION 4. The provisions of this ordinance are severable, <br />and if any section, sentence, phrase, clause or other provision <br />should be declared invalid by the final judgment or decree of a Court <br />of competent jurisdiction, such invalidity shall not affect any of <br />the remaining sections, sentences, phrases, clauses or provisions. <br />Notwithstanding the foregoing and the provisions of Section 3, if <br />said section be so adjudged or decreed invalid, then this ordinance <br />shall become effective 30 days after adoption hereof. <br /> * * * <br /> -2- <br /> r- <br />
