REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 22, 2017 <br /> <br />SUBJECT <br />Second Reading of Ordinance and Municipal Code Amendments for Certain Community <br />Development and Police Department Fees <br /> <br />RECOMMENDATION <br />Waive second reading and adopt City Code Ordinance amendments applicable to <br />certain Community Department and Police Department fees and Amendments to <br />uncodified Ordinance 1002 related to application filing fees for Pawnbrokers Permits <br /> <br />BACKGROUND <br />In connection with amending and adopting certain fees for City Community <br />Development, Fire, and Police Departments on May 8, 2017, the City Council <br />introduced amendments to Ordinance and Municipal Codes for certain Community <br />Development and Police Department fees. This is the second reading of that ordinance, <br />as required by law. <br /> <br />ANALYSIS <br />The amendments contained in the Final City Code Ordinance Amendments and <br />Amendments to uncodified Ordinance 1002 (Attachment 1) are necessary in order to be <br />consistent with the amended and adopted fees, and to better facilitate any future <br />updates to fee amounts. <br /> <br />If adopted, this ordinance will be effective 30 days from this action (June 22, 2017) and <br />new fees will be effective 60 days from adoption of this ordinance (July 22, 2017). <br /> <br />ALTERNATIVES <br />1. Reintroduce the ordinance with changes. <br />2. Do not adopt the ordinance. <br /> <br />FISCAL IMPACT <br />Per Resolution No. 15583, fees referenced in the amendments are set to be increased <br />annually by the average Citywide increase of employee salaries and benefits. The <br />adoption of these ordinance amendments will allow for the related fees to be adjusted, <br />and the General Fund revenues received from the fees will increase accordingly by the <br />same factor. <br /> <br />6.4.A. - Page 1
