REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 22, 2017 <br /> <br />SUBJECT <br />Recology Solid Waste Franchise Agreement Negotiation Update <br /> <br />RECOMMENDATION <br />Receive update regarding a potential Franchise Agreement Extension with Recology <br />San Mateo County for solid waste, recyclable materials and organic materials collection <br />services <br /> <br /> <br />BACKGROUND <br />The City of Redwood City is a member of the South Bayside Waste Management <br />Authority (SBWMA) Joint Powers Authority. SBWMA owns and manages the Shoreway <br />Road Disposal and Processing Center in San Carlos. In addition, SBWMA assists its <br />twelve member agencies with collection and recycling efforts. <br /> <br />The SBWMA had worked with its member agencies to issue a Request for Proposals <br />(RFP) for both the collection contract and the transfer station and recyclable material <br />recovery contract in 2006. Recology San Mateo County (Recology) was selected as the <br />collection contractor and entered into a franchise agreement (FA) with each member <br />agency. Recology initiated its solid waste and recycling collection services on January <br />1, 2011. The FA with Recology expires on December 31, 2020. <br /> <br /> <br />ANALYSIS <br />Section 3.03 of the FA allows for extension of the term of the agreement. It states: <br />During calendar year 2017, the Parties shall meet and confer on the possible extension <br />of the Term. Starting the discussions with Recology well in advance of the expiration of <br />the FA allows sufficient time for an open Request for Proposals (RFP) process if an <br />extension is not successfully negotiated this year. <br /> <br />SBWMA staff has led the negotiations with Recology for the extension of the FA. If <br />agreement is reached on an extension, each agency will adopt an updated and restated <br />FA. Without an extension, it will be necessary to issue an RFP for the collection <br />7.A - Page 1
