the member agencies at their May meeting, and is tentatively scheduled to consider the <br />amended and restated Model FA in June. If the amended and restated Model FA is <br />approved by the SBWMA board, a super majority (eight) of the member agencies must <br />vote in favor of the extension for it to be approved. Approval must occur by December <br />31, 2017. Otherwise, it will be necessary to start a Request for Proposal process to <br />select the next collections service provider. <br /> <br /> <br />ALTERNATIVES <br />The study session is intended to provide an update on the negotiations process and to <br />allow the City Council to ask questions about the proposed Model Franchise Agreement <br />and provide feedback to SBWMA staff prior to the Model FA being considered by the <br />SBWMA Board. Feedback from member agencies will be considered by the SBWMA <br />Board. Should the proposed FA not be approved by the Board, a Request for Proposals <br />process would commence. <br /> <br /> <br />FISCAL IMPACT <br />The costs for Collection Services are funded through customer charges. The City <br />imposes an annual Franchise Fee representing 13%; an AB 939 Fee of 0.4%, and an <br />Administrative Fee of 0.25% of the collection costs.
