Page 1 of 27 <br /> <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 22, 2017 <br /> <br />SUBJECT <br />Appeal by 605 Middlefield, LLC, of Planning Commission Resolution No. 17-06 <br />approving a Downtown Planned Community Permit including fifteen guideline <br />deviations, Tentative Map, Condominium Permit, Density Bonus Parking Ratio and <br />Parking Reduction for 612 Jefferson Avenue pursuant to the City of Redwood City's <br />Downtown Precise Plan, Subdivision Ordinance, Zoning Ordinance, and Affordable <br />Housing Impact Fee Ordinance <br /> <br />RECOMMENDATION <br />Hold a Public Hearing and Adopt a Resolution (Attachment 1) Denying the Appeal and <br />Approving the Downtown Planned Community Permit including fifteen guideline <br />deviations, Tentative Map, Condominium Permit, Planned Development Permit, Density <br />Bonus Parking Ratio and Parking Reduction, based on the findings and subject to the <br />conditions of approval contained therein, and upon consideration of the Initial Study <br />Checklist demonstrating compliance with the Downtown Precise Plan Environmental <br />Impact Report (EIR) as certified on January 24, 2011 <br /> <br />BACKGROUND <br />Habitat for Humanity Greater San Francisco (Applicant) seeks to develop a new <br />residential condominium building at 612 Jefferson Avenue. The project site is a 5,015 <br />square foot vacant lot with 50-feet of frontage on Jefferson Avenue. Historically the lot <br />contained a single-family dwelling, but it has been vacant since the mid-1980s when the <br />residence was demolished. <br /> <br />On November 12, 2015, the Applicant submitted an application for a Downtown Planned <br />Community Permit, Tentative Map, Condominium Permit, and Planned Development <br />Permit to develop a 6-story condominium building that would contain 20 affordable <br />residential condominiums on floors 2-6 (the “Project”). This was later supplemented with <br />requests for a Density Bonus Parking Ratio and a Parking Reduction. The residential <br />condominiums consist of five 1-bedroom units, ten 2-bedroom units, and five 3-bedroom <br />units, all of which would be sold only to persons/families that qualify at or below the low- <br />income level of affordability. <br /> <br />The Project is within the Downtown Precise Plan Area, and therefore it is subject to the <br />City’s Downtown Precise Plan (DTPP), which was approved by the City in January <br />2011. <br />8.A. - Page 1
