Page 12 of 27 <br /> <br />as noted in Appendix 1: Historic Resources Preservation Strategy of the DTPP, <br />specifically: <br /> <br />“The North of Marshall District character zone"is an area of transition in relation to the <br />historic center, with architectural character and styles that incorporate materials and <br />imagery of contemporary design. No particular style is dominant, and historic pre-World <br />War II styles in particular have very little representation here. Greater flexibility is <br />allowed here than in other places because compatibility isn’t as significant of an issue <br />as it is elsewhere in the Downtown Precise Plan Area.” (DTPP, p. 158) <br /> <br />While the city block on which the Project site is located does contain three historic <br />resources, they do not form a contiguous cluster as one finds in the resources located <br />on Broadway and along Main Street, and the structure that is diagonally adjacent to the <br />Project (605 Middlefield Rd.) is listed in the DTPP as a resource which may be altered, <br />relocated, or removed. Further, this city block is not part of an existing historic district, <br />nor is it adjacent to an existing historic district. <br /> <br />Analysis of the Historic Resources regulations further demonstrates that the Project <br />does not conflict with any historic resource standards or guidelines. As with all other <br />sections of Book 2, the Historic Resources regulations are compiled into mandatory <br />standards and guidelines from which an applicant can propose deviations. Each <br />identified historic resource in the Plan area has its own standards and guidelines that <br />regulate modifications, if any, that can be made to that individual resource. For the <br />historic resources at 620 Jefferson Ave., and 611 Middlefield Rd., the DTPP lists four <br />standards and five guidelines, but all of these regulations pertain to modifications <br />specific to those property only (e.g. there are no architectural review standards or <br />guidelines limiting the height of buildings adjacent to these two properties, other than <br />the standard height limitation of 12 stories as discussed elsewhere in this report), and <br />they do not control development on the project site at 612 Jefferson Avenue. For the <br />resource located at 605 Middlefield Rd., the DTPP has no standards, and only two <br />guidelines, those being that the exterior of the building should be retained and not <br />modified in any significant way, and that if the structure is to be removed, an attempt <br />should be made to relocate it. Again, there is nothing in the regulations for this property <br />that controls development on the site at 612 Jefferson, and as such, the Project <br />complies with all historic preservation provisions. <br /> <br />Second, the Project complies with all measures of the DTPP that apply to non-historic <br />sites (such as the subject site) that are adjacent to historic resources. All non-historic <br />parcels in downtown, including the Project site, are placed into non-historic mitigation <br />groups ranging from 1 to 6, with group 1 having the most mitigation measures and <br />group 6 having the least. (DTPP, p. 31 [Historic Resources Preservation Chart]) The <br />groups have mitigation measures, or development restrictions, meant to minimize <br />impacts to the adjacent historic resource(s). The Project site is identified as being in <br />non-historic mitigation group 6, which requires review by an architectural historian and <br />the HRAC. <br /> <br />8.A. - Page 12
