Page 24 of 27 <br /> <br />Due to the small size of the Project and the fact that residential uses do not generate <br />large numbers of trips, the City determined that a formal TIA was not required. The <br />City’s Senior Transportation Coordinator prepared a memorandum outlining the <br />project’s estimated trip generation using rates for the “Residential <br />Condominium/Townhouse” land use category from the Institute of Transportation <br />Engineers (ITE) Trip Generation, 9th Edition. The analysis also relied upon data from the <br />TIA and Addendum prepared for the 603 Jefferson residential project located directly <br />across Jefferson Avenue. The 603 Jefferson TIA analyzed a 92-unit project; however, <br />the project that was ultimately approved was reduced in size to 68 units. When the <br />Project’s 20-units are considered with the 68-unit project approved for 603 Jefferson, <br />the total number of units between the two sites is less than the number of units <br />analyzed in the TIA for 603 Jefferson (i.e. the original 92-unit project). <br /> <br />The 603 Jefferson TIA concluded that the 92-unit project would add relatively little traffic <br />to each of the five nearby intersections, and that the overall potential effect on traffic <br />operations would be minimal. In addition, current traffic counts were taken in March and <br />April of 2016 for all five nearby intersections studied in the 603 Jefferson TIA. Trip data <br />for the Jefferson/Veterans, Main/Veterans, and Main/Bradford was collected and <br />summarized in an Addendum to the 603 Jefferson TIA, and the data for the <br />intersections at Jefferson/Marshall and Main/Marshall was collected as part of the <br />analysis for the 2075 Broadway development project that was approved by the Planning <br />Commission on April 19, 2016. All of the intersection trip data was compared to the <br />2010 Existing Conditions and the 2030 Cumulative scenario studied in the DTPP EIR. <br />The findings of these studies were as follows: <br /> <br />· The intersections at Jefferson/Veterans, Main/Veterans, and Main/Bradford <br />exhibited lower AM and PM peak hour volumes than the 2010 Existing <br />Conditions. <br /> <br />· The intersections at Jefferson/Marshall and Main/Marshall exhibited higher AM <br />and PM peak hour volumes than the 2010 Existing Conditions; however, both <br />intersections function at a LOS B or C, which is considered an acceptable level of <br />service. <br /> <br />· All of the 2016 intersection counts are below the 2030 Cumulative scenario <br />analyzed in the DTPP EIR. <br /> <br />Based on the small estimated number of trips generated by the Project and the <br />intersection operations analyses prepared for the 603 Jefferson TIA, the memorandum <br />concluded that the 612 Jefferson project will not result in any new significant impact or <br />substantially increase the severity of any previously identified significant impact related <br />to transportation, traffic, or circulation. <br /> <br />iii.
