The applicant shall arrange for the attendance of the owner, developer, construction manager, contractor, and all subcontractors who are responsible for grading and erosion and sedimentation protection controls. 51. Materials Mock-Up – Prior to final foundation inspection, prepare a mock-up that is outdoors, readily accessible, and will remain intact until the project has reached substantial completion. The mock-up should include all project colors and materials, windows for the base and top, balconies, lighting, and architectural details, as well as construction details, such as the weep screed, to understand how the design addresses them. Then schedule a mock-up meeting with the Planning and Building Departments for final review and approval of the project details. Submit an updated colors and materials board or details if any changes are made as a result of the mock-up meeting. [COA][PLANNING] 52. Construction Management and Staging - Prior to encroachment permit issuance, submit a construction parking management plan, which shall outline the number of construction workers by phase, phase duration, and where parking will be located for each phase. A construction traffic plan, including the identification of truck haul routes, shall also be submitted to and approved by the City. Construction, parking, material storage, equipment, or other construction-related uses are not allowed within the City right of way without prior approval from the City Engineer. [COA][ENGINEERING] 53. Construction Noise Reduction Measures – The following noise reduction measures shall be required throughout the course of construction: 1. Construction equipment shall be well maintained and used judiciously to be as quiet as practical. 2. Ensure that all internal combustion engine-driven equipment is equipped with mufflers that are in good operating condition and appropriate for the equipment. 3. Utilize “quiet” models of air compressors and other stationary noise sources where such technology exists. 4. Locate stationary noise-generating equipment as far as reasonable from sensitive receptors where sensitive receptors adjoin or are near a construction project area. 5. Prohibit unnecessary idling of internal combustion engines in excess of five minutes. 6. Route construction-related traffic along major roadways and as far as feasible from sensitive receptors. 7.
