ATTY/RESO.0048/CC RESO 612 JEFFERSON (HABITAT) APPEAL
REV: 05-15-17 VR
4. Avoid cleaning, fueling, or maintaining vehicles on-site, except in a designated
area in which runoff is contained and treated.

5. Delineate clearing limits, easements, setbacks, sensitive or critical areas,
buffer zones, trees, and drainage courses with field markers.

6. Protect adjacent properties and undisturbed areas from construction impacts
using vegetative buffer strips, sediment barriers or filters, dikes, mulching, or
other measures as appropriate.

7. Perform clearing and earth moving activities only during dry weather.

8. Limit and time applications of pesticides and fertilizers to prevent polluted
runoff.

9. Limit construction access routes and stabilize designated access points.

10. Avoid tracking dirt or other materials off-site; clean off-site paved areas and
sidewalks using dry sweeping methods. [COA][HUD EA]
70. Indoor Noise Standards – The following measures shall be incorporated into the
project in order to meet the residential indoor noise standard.
1. Windows and doors of bedrooms and living/dining rooms in the proposed
building with direct line-of-sight to Jefferson Avenue should have a Sound
Transmission Class (STC) rating of 36 or greater. These windows and doors,
in combination with the exterior wall construction, would achieve an outdoor-
to-indoor composite noise reduction of 37 to 38 decibels with the windows and
doors closed and would maintain interior noise levels below 45 dBA DNL with
an adequate margin of safety.

2. All units throughout the site should be mechanically ventilated so that windows
can be kept closed at the occupant’s discretion to control noise intrusion
indoors.

3. A noise study must be approved by the City’s Building Inspection Division prior
to the issuance of a building permit. Noise studies consistent with the
requirements of the California Building Code shall be conducted for proposed
new multifamily residential projects to identify noise reduction measures
necessary to achieve compatibility with City Noise Element guidelines (55 dBA
CNEL at sensitive exterior spaces) and Title 24 standards (45 dBA CNEL within
residential units). [COA][HUD EA]
71. Downtown TDM – A Transportation Demand Management (TDM) program,
describing the elements to be implemented, shall be reviewed and approved prior to
certificate of building occupancy. The TDM program shall include an annual reporting
requirement for the first three years that details overnight parking utilization rates and
resident use and awareness of the program. Annual reporting shall begin on
December 1 of each year. [COA][ENGINEERING]
8.A. - Page 47
