REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />May 22, 2017 <br /> <br />SUBJECT <br />Award of Contract – Sanitary Sewer Pump Station Improvements Project - P.S. No. 13 <br />and P.S. No. 16 <br /> <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute the contract documents <br />and award the standard form construction contract 00520 for the Sanitary Sewer Pump <br />Station Improvements Project - P.S. No. 13 and P.S. No. 16 to the lowest responsible <br />bidder, Casey Construction Inc. of Emerald Hills, California for their low bid of <br />$1,404,140; and, authorize the City Manager to increase the contract amount, if <br />necessary, up to 10% of the original contract amount, not to exceed $1,544,544; and <br />find that the project is exempt from the requirements of the California Environmental <br />Quality Act (CEQA) under CEQA Guidelines Section 15301 (Existing Facilities). <br /> <br />BACKGROUND <br />The Redwood Shores Area currently has a total of 26 sanitary sewer pump stations and <br />the Seaport Center/Pacific Shores Center Area has 5 sanitary sewer pump stations. <br />Over the past ten years, the City has made improvements to sanitary sewer pump <br />stations Marina, 1, 2, 3, 10, 12, 14, 15, 17, 19 and 25 to improve the pumping efficiency, <br />ease of operation, and safety of the facility. Pump stations are selected for <br />improvements after Engineering and Public Works Department staff evaluate the <br />condition of the existing facilities and the overall functionality of the pump station. The <br />evaluation includes issues of safety, maintenance and operation efficiency, and the <br />ability of the facility to perform in emergency conditions. The subject contract would <br />improve the Pump Station No. 13 and Pump Station No. 16. These pump stations serve <br />the Redwood Shores neighborhoods. <br /> <br />The subject contract includes the following improvements: furnishing labor, materials, <br />tools, equipment and incidentals for the improvements of the two existing sanitary sewer <br />pump stations. Specific project components include, but are not limited to: removal and <br />replacement of existing mechanical and electrical structures; rehabilitation and repair of <br />and existing wet well; furnishing and installation of a temporary by-pass system, <br />submersible pumps, motor control center (MCC), 30KW standby generator; and <br />connection of pump stations to existing force mains. <br /> <br />6.1.C. - Page 1
