ALTERNATIVES <br />Council may choose not to award the contract and request staff to redesign and/or offer <br />this project again for public bid at a later date. Staff discussed whether this approach <br />would be preferable, given the higher-than-estimated costs. However, based on <br />experience with other recently-bid projects as well as feedback from multiple <br />contractors, staff are not optimistic that waiting would necessarily yield a lower bid price. <br />This is particularly true given that this is a specialty project. <br /> <br />From an operating standpoint, while it is preferable to complete the project this year, it <br />would not be problematic to delay the project for a year. The stations are low flow, and <br />extra pumps are available in the event of an emergency. <br /> <br />FISCAL IMPACT <br />Funds for the Sanitary Sewer Pump Station Improvements Project - P.S. No. 13 and <br />P.S. No. 16 were previously approved and appropriated in Fiscal Year 2016-17 budget <br />as Sewer Fund Capital Projects – Sewer Pump Station Rehabilitation Program with an <br />available balance of $1,611,287.36 as of March 31, 2017. <br /> <br /> <br />ENVIRONMENTAL REVIEW <br />As the lead agency, City of Redwood City determined that the Sanitary Sewer Pump <br />Station Improvements Project - P.S. No. 13 and P.S. No. 16 meets the California <br />Environmental Quality Act (CEQA) exemption criteria as set forth in CEQA Guidelines <br />Section 15301 (Existing Facilities involving negligible or no expansion of an existing <br />use). <br /> <br />This project does not require a National Pollutant Discharge Elimination System <br />(NPDES) General Permit for stormwater discharges associated with construction and <br />land disturbance activities pursuant to Attachment A.2 of Order No. R2-2015-0049, <br />NPDES Permit No. CAS612008, which exempts projects to update existing lines and <br />facilities.
